General drawing tips on a naga: Give them 3 times the hight of the head and 3 times the width of the head on top of their snake tails.

Step by step drawing tutorial on how to draw a naga.
Step 1:
You first draw a quick sketch of the general shapes and forms of your naga. Those forms will be used as a guideline for the rest of your drawing. Keep a light touch drawing it, so this skech will be easier to erase when you finish your drawing at the last step.
Step 2:
You draw the anatomy on the top of the naga forms. You also begin to draw some details like the lines in the middle of the tail.
Step 3:
Last step of your naga drawing. You chose the right lines, draw the last details, make the corrections and ink it. Erase the guidelines sketch of step 1 and 2.
